Cannot Access Funds. Deposits not Posting.

I was told by a Capital One agent that the deposit I deposited today at 12:20 cannot be touched by me because CapOne is having system issues. I cannot use the money to make online purchases or withdraw the money. I needed that money today. I deposited the check so I could book a hotel online!.
