sso-ce.bankofamerica just gives an empty screen

Can't transfer funds! Am sent to https://sso-ce.bankofamerica.com/am/Consumer/metaAlias/bofa/sp -- which is just a BLANK SCREEN.

This only happens when navigating to transfer from another bank to BofA and it's been this way for months and no-one has fixed it. It says "too many redirects" on some of the interim screens. I called BofA before and they tell me to delete all my cookies and history but I don't want to do that each and every time I want to do a transfer.

I am having problems sending international bank transfers. Just get a blank screen and it then times out.  I have deleted my history on the browser and it still has the same result of not connecting to the transfer site.
