Cannot log into app or even open website

I tried opening my BofA app for the past few days but all I get is a losing screen.  I can't even log in. I tried uninstalling and reinstalling the app. I restarted my phone and it still didn't work. I then tried logging into the website but then the website wouldn't load either. What can I do ?
