Service is going in and out

The AT&T service has gone out 4 times today. AT&T couldn't find the outage until the 3rd time. It has now happened a fourth. AT&T wants the customer to wipe their setting including wifi and Bluetooth but cannot connect to their own broadcasting equipment and determine a problem.
