Error 403-23?

This morning I was trying to watch the bachelorette season 12, week 3, part 2 and when I got onto the page it said (whatever is in the picture below) and the video wouldn't play. I then switched to a different browser, safari, before I had been using chrome. I went onto the page and the video still didn't load and had the same error message. Just wondering if it is a problem just for me or the whole site is down.
