Can't access bill pay since 6/27/15 via the iPad

I haven't been able to access bill pay via the iPad app since 6/27/15 - "temporarily unavailable".  Now 3 days and counting... what the hell is going on?!! I have even deleted the app and re-install the app to no avail- same problem. No issues with iPhone access to bill pay but it is pain because of the small screen.  WTF fix this already.
