Access across various services very slow; only after multiple retries succeed...

Access across various services very slow; only after multiple retries am I then able to get a session.   Finally completed my transaction after about 3-5 attempts.  Success on attempt #5 (just now - 20150312 at ~1:3x pm (Santa Clara, CA))

Even after "connecting", I need to promptly complete my transaction (scheduling payment with existing payee, and creating new recurring payment with new payee.  If I linger, or allow too much time to pass between "clicks", the website is unrepsonsive... status bar on bottom of my brower (Chrome) indicated waiting for data (or something to that effect).
