First class international not working

I got a price quote to send a 1st class 3oz envelope to Australia, but when I went to print the label, it said that it could not find any 1st class options for this item.  With this problem (having to pay for priority when the customer only paid for 1st class) in addition to not being able to use regional rate, I have had to pay $16 more in postage today than I should have.
