cannot log on to pay my bill

I do not get a bill by mail so if I don't pay it by internet, it does not get paid.  I cannot log in at all and when I go into the Target web site to Manage my red card I get "Internet Explorer Cannot Display This Website.:  What is going on?  bettyb01@earthlink.net
