When trying to access Netflix, it won't even connect. It keeps giving me error code 403.

I got error code 403 when I tried to connect to Netflix today, 1/22/2015 6:22AM EST.
Trying to log on using my laptop. But I get flickering loop and then I also get error 403. I've been having this problem for days. Please help and explain step by step what I need to do to fix this. I have windows 7.
