Can't apply for an account online

I've been trying to open an account with Citibank for two days now. I've been getting server errors left and right and my application doesn't go through. I've been advised by one of their reps to open an account on site. The problem is I am in WA state and it appears that Citibank does not have a single office state-wide. So, should I take my business elsewhere? I don't want to keep messing around on their website if they can't fix their online application process for WA state customers...
