card site system error

Please click here to go back, or if you continue to experience problems, contact Target Card Services at 1-800-394-1829."it's been like this for couple of weeks now. I called and they said it's affected globally? They don't know when it will be fixed. I had to pay bill over the phone since I don't get paper statements. Might have to switch back to paper if this keeps going. Am I missing something? I've never seen a website down for so long.
