Cannot log in to pay bill

Keeps saying error when trying to log in. Says my card is not registered. Says unable to register. Have been paying online on this account for years.Try to call phone number from website and from back of card and get mesage that says call during regular business hours. That's why I use online banking, so I can do things NOT during regular business hours when I am at work.
