Cannot pay for items in cart.

I have tried both credit card and PayPal. I have deleted my credit card and re-entered it. I have called my credit card company and they say they see to charge come in and 1 second later they get a cancellation notice from your website. I have tried rebooting my PC and using my Apple iPhone. Mobil App doesn't work either.
When using a credit card, I get this message. "Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type." When using PayPal it simply fails and goes back to USPS website.
Tech support hold time is over an hour... never answered.
This is hurting my business.
