When trying to pay bills. Getting unresponsive page or locking. Why are they not indicating they are having issues on their site?

Yes, I am having the exact same problem. Chrome. IE. Multiple PCs.
Having same issue but was able to complete bill pay transactions...eventually ... by waiting at each keystroke for entries to show up in pay amount box.
