Chase Bill Pay down all day

I either get a message immediately that Bill Pay is down (preferred) or...I have to go through an entire process (in my case, I'm setting up a new vendor), just to get a message at the end that says "unable to complete transaction, try back later (2008).   Very frustrating and not competitive of a large bank like Chase to have these constant problems.
