Online Banking is not available to you at this time

Cant get online for days.  Called BOA.  Said issue was on my computer.  Nothing on my network can connect.  I go through PIA.  They maintain they are not blocking IP ranges.  The person on the phone had no clue.  Whenever I don't go through PIA... I can connect.  Imagine that.
